What is the darknet?

Colloquially, the darknet is the portion of the Internet reachable only through special software — most commonly the Tor network, and also I2P and Freenet — that hides both the user and the server. Technically, it is a set of overlay networks built on top of the ordinary Internet.

No. The deep web is everything not indexed by search engines (inboxes, databases, paywalls). The darknet is a small part of the deep web that requires special software like Tor and anonymizes traffic by design.
Is using the Tor network illegal?
No. Tor is free, open-source software used by journalists, activists, law enforcement and ordinary privacy-conscious people. Its operation is legal in most countries, though some states restrict it.
Why is the darknet associated with illegal markets?
Anonymity attracted entrepreneurs, and the 2011 Silk Road proved a market could operate untraceably. Yet most traffic on Tor is legitimate — browsing, journalism, corporate research. The markets are real, but they are a fraction of the network's use.
Can law enforcement identify darknet users?
